Why many orphans in Kyrgyzstan don't receive state allowance?
Every orphan in the Kyrgyz Republic has a right to receive a monthly social allowance (MSA). While a child is in the orphanage, MSA is accumulated and as soon as the child leaves the institution, the accumulated amount must be given to them. According to the study conducted in 2015 many orphans who have graduated from the orphanage haven't received this allowance. In 2019 when the follow-up study was conducted it was reported that the situation has actually worsened in comparison to the 2015th situation.
